Ok, so you've made some changes to your mod and you want to test it. The first way to test it is to manually click host multiplayer in the game, but that won't host your mod until you make the correct shortcut.
Right click on your Tribes.exe. Then click Create Shortcut. Then right click on the shortcut and click Properties. In the target location, type: -mod modname
That will host it undedicated, which is less stable than dedicated, but it does fine for testing by yourself.
To host dedicated, I recommend downloading Tribes DoS Fix IS. No, it isn't Tribes DOS fix, as in the O/S DOS. http://nofix.annihilation.info
Download the 1.11 version, not the Build Version either.
Then do the same thing with DoSfix, as you would have with Tribes. Ex: C:\Tribes\DoSfix.exe -mod annihilation -dedicated
