some (most) wizards dont rely on a staff to cast spells. most of them have some sort of components that give them the power they need or, as some uber wizards might have, their own arcane knowledge which allows them to draw out their pre-meditated spells. hes not powerless. and u cant put a spell on my anyway C_>

Half need staffs (the ones that haven't mastered wizardy) and half don't (the masters, they may have one for a coolness effect though).
